For passengers traveling to an international destination from the United States:

Duty-free purchases of liquids of any size from shops in the U.S. are permitted if you have a nonstop flight to an international destination.

If you have a connecting flight in Europe, Japan or another international destination, U.S. duty-free liquid purchases in containers larger than three ounces will not be permitted through security checkpoints because they will not be in the an approved tamper-evident bag. Note: If you purchase a liquid duty-free item in the U.S. you will not be able to get a tamper evident bag for it before going through international checkpoints.

As long as you put it in your check-in luggage or purchase it past the security check point you most certainly can. I do it all the time and just did it two weeks ago, although not to the Philippines. Cheers.
What they do if you buy in duty-free past the security check point is to seal it in a clear plastic bag and you're not allowed to open it until you're off the plane, at least that's how it's done in the airports I've been through lately. Cheers again.

Yes, you can. You'll need to put it in your checked baggage. Any liquids you carry onboard with you must be in 3-oz containers and be placed in a single one quart-sized clear plastic bag.

Depends on the airline . Most airlines accept only 750ml proof TOTAL per person.
