Deep underground targets. However, build a bomb that'll detonate after reaching a certain depth and it'll work, just not as well.

Edit:
lol, cockroaches. Nukes kill them just like everyone else, the only thing that will allow some to survive the radiation is that their cells don't divide as much as other living organisms. Radiation hurts cells most when they are dividing. Thus, if a cockroaches cells aren't dividing at the moment the radiation hits, it won't get radiation poisoning straight away. So technically, if we could stop all cell division the instant the radiation goes through the body, we could severely reduce the incidence of radiation poisoning.

I am not sure what you are asking

There are 4 known forces in the universe

Strong Nuclear force - Nuclear explosions

Weak Nuclear force - Radioactive decay

Electromagnetic force - Electricity

Gravity - Attractive force of matter

I guess gravity would overpower nuclear forces if enough was present. Gravity is the weakest of all the forces but the most prevalent. It can bend light and even suck everything into a singularity. If there is enough matter to produce that much.

You might be able to build an electromagnetic field that would hold nuclear force but it would take more power than the nuclear force so it wouldn't be practical.
