The best thing for the average person to do is to call 911 and then yell, honk your horn and create a commotion. This will usually create enough fear of apprehension in the criminal to run. I wouldn't recommend anyone going physical unless you are trained, the guy could have a knife or a gun. Another good thing to do is take the offenders picture if you have a camera phone etc.

Call the police first. If it looks like the situation may get out of control before they arrive, shout "hey!". Most attackers will back off if they are confronted with another witness however you need to excercise caution when you approach a situation that could be dangerous because the attacker may be unbalanced and unpredictable. If shouting "hey" doesn't work, grab someone to help you. People are more likely to help if they have another person to back them up. Even if you have to say " help, thats my mate or help thats my girlfriend!" to get them to help you, do it. You both might save someone's life.
It's generally best to not approach an attacker unless you absolutely have to and if you have to, grab another person or arm yourself with something so you don't fall victim to attack. The key thing you need to remember if you are going to intervene is to first and foremost protect yourself. The second thing is to react, not attack. Don't hit or touch the attacker in any way unless he attacks you first otherwise you might find yourself being charged with assault. Obviously if he has a gun - don't go near him. Take cover and yell "Gun"!!! as loud as you can. People near you will panic and the attacker will probably flee, not wanting to get caught. As with any dangerous situation, never go charging in head first, take a moment to assess the situation and the risks before you interfere and only interfere if it is your absolute last option.

I'll do what I did in Windsor...walk right up and tell the dude to lay off, grab the girl by the arm and try to help her get away..if that failed, I'd get the police...where's Steven C..? He'll help!

There are lots of negative consequences to helping others, UNFORTUNATLY
If you think someone is going to be hurt,
It is better to ask forgiveness than permission.
