Hmm, mostly he would find a lot of grumpy old farts sitting around drinking coffee.
The control room would have to be the dispatchers office, and it is usually a large room with control consoles and computer terminals for several dispatchers to be working from. It would look like a cross between any modern office complex and a military command center because of the large computer screens.
So his building would have to have very large communication capacity, and an automatic back-up generator system. It needs to be quiet and comfortable, and should have built-in central vacuum systems so taht cleaning can be done with the minimum of distraction as the office will never be closed, trains operate 24/7.

The closest thing to a "control room" of a train station would be a Dispatcher's Center which can monitor trains entering and leaving, controls track switches, etc. The dispatcher's center may not even be in the train station itself. It doesn't have to be.

If you want to know any more, just look it up on Google. This is completely public knowledge that you could find in any book or website, but still I'm not sure how much else I should say here.

I don't think there are many - if any - control rooms at stations. I know that the BNSF railroad has a dispatcher's center in Fort Worth, TX, and the CP has one in Minneapolis. I think they pretty much all operate from dispatch centers. Except for the low-tech outfit I work for. We only have two trains a day, and don't go very far. I get a call every morning on my cell phone with instructions to pick up cars at certain towns. After we do that, we come home. No dispatchers. Which is nice, because we stop for lunch at different towns and stop at garage sales too.

If your brother was working on this project, it would seem to me he would have better resources than having his sister ask on Yahoo! Answers. I agree with the first person that thinks this sounds fishy, like terrorism.
