After taxes, I think there'd be about $600 billion left.

I would find as many homeless shelters in America and form a huge network, so that anywhere you are, you could connect to a homeless shelter if you need to. This would include abused women, homeless people, out of work people, people on drugs... etc. ($1.5 billion)

I would next use my money to influence Child Protective Services. Get a bunch of worthless non doers fired. ($1.5 billion)

I would buy up a spot of land in each section of every major city to create a Boys and Girls Club type organization... it would include after school programs, adult literacy and training programs, and theatre and the arts. (1 billion)

I would run around donating to third world counties. I would try to cut through red tape of people not being fed. ($1 billion)

I would use the rest to live on ($1 billion) I don't need that much at all! But, I would use it to travel and do the other business I need for my organizations. (I wouldn't take a salary for working at the head of all of the organizations...)
