i have 2 visa cards from 2different banks. however i am not sure if one of the account have any cash in it. if it does not, and the credit transaction is through, will visa automatically deduct money from my other bank with enough cash or do i have to inform the banks myself?

Are these debit cards with a Visa logo? Or are these Visa credit cards?

Debit cards are issued by the bank against a specific bank account. If you don't have funds in the one bank, it will not draw from the other bank. How would they even know about the other bank account?

You have to inform Visa. They will only go to the bank they have been issued from. If you don't have money there, it will be rejected and can hurt your credit. Best check to see where the money is.
