Just got an email from an interviewer regarding a paper i submitted so support my application for a teaching job. She said that "she could see a lot of effort was put in to make it attractive and meaningful." She added that she would "make my recommendation to the director. HR will be in touch soon."

I don't know what to make of it? Does it sound positive to you?

It does sound positive. I would say that you are very close to getting the job, but until you get a written job offer, "Don't count your chickens until they are hatched."

when apply for a job position... always thnik positive!!!
and yes... ur application was impressive enough that the person hu read it recommeded it to HR for evaluation... so it means that out of a 100 applicants, urs have been chosen as the most likely ( i said most likely).. so just keep ur fingers crossed and hope and pray... in the meantime keep posting your applications to other job sites...
