A continuing schedule of hard work. Anytime they are not doing homework, they are doing hard physical labor. Make homework look like a rest. As a reward, they may play a video game 15 minutes a week.

Kick them outside and play some kind of game. Tell them they have to stay where you can see them and not come in for an hour. Maybe they will race each other or play dodge-ball, but that should keep them from sitting on their butts being fat and dumb. But they might not be happy.
If they are annoying you tell them that is their punishment for being pests.

If you have a garden, let them help you weed or rake leaves.
If you haven't then let them help you in the kitchen. Teach them how to bake gingerbread.
Take them out to a park, get them to bring their bikes and cycle a round with them.
If it rains outside find an interesting book and let them read aloud to you or play chess with them. The emphasis should be on communal work and communication.

Sudoku, dvd's, cookie making. But why is it your responsibility to "provide activities" for 12-year-olds? I'll bet they think they're old enough to do all sorts of things you don't agree with. If they're old enough for those, they're old enough to provide their own activities.
