Eye opening is related to brain maturity.

The idea is that dogs give birth to immature (in comparison to say a horse) puppies so that the mother's body isn't overly taxed. It could be because dogs are predators and puppies have the luxury of crawling around blind and have the mother protect them.

This does allow the mother to have many puppies since they are pretty small when they come out.

Most pups will open their eyes at 10 to 14 days after birth. It is not unusual for them to be a few days late opening their eyes. But if they go over 17 days I'd take the pups into the vets to see if theirs a problem.

Most pups eyes will open at 14 days old and if not opened by then,the eyes should be moistened with a cotton ball dipped in warm water then you should try to gently open each eye,as the pup will get infection in its eye if allowed to go any longer.Eyes are closed at birth and so is ears in order to protect the membrains within.

9-14 days. That is just the way they develop--squirrel babies don't open their eyes until 5 weeks old!
