You can not delete your Guild Wars account unfortunatley.
All the information and data is stored on anets server (anet is the server for Guild Wars)
Why are you looking to delete it? Any reason why? If you do not want your items i will take then if you like.
Edit: If you want to start over just delete all your characters.

There is no reason to delete an account. You aren't paying a monthly fee. Just stop playing the game.
