It is not a commandment but a tradition to cover ones head as it is a sign of respect to cover the head--in covering your head all the time, you show that G-d is always above you and you are always showing Him proper respect. In Israel, there are many different headcoverings, all which mean different things.

There is a gemara meforeshet that a man must cover his head. Regarding a woman, that is a Torah commandment.
