no, ted was a 14 years older than jeff. teddy went to college and he started killing right after that, which was back in 74-75. In 75 bundy got arrested, Jeff was 15 at that time. so there's no connection whatsoever between the two.
to make it even more clear, jeff flunked out of college and was later stationed in germany during his army days, which was a good few years after ted got busted. i have no knowledge of ted ever joinging the army, as he was a college educated guy. Ted lived in vermont and philly and later moved to Seattle. He eneded up on death row In florida. Jeff lived in Ohio and Wisconsin.
These two guys were never even in the same state.

Perhaps the same leader at one time or another but not at the same time since their age is different. I find that somewhat hard to believe without seeing more evidence outside of hearsay.
