I like CRKT or SOG. But I do own several Gerber and Buck knives. I just got the SOG Flash II and it's a good knife. I don't like the plastic handle though, blade is good on it. Personally I'd go with any CRKT M-16 or M-21 knife. the full/medium sized ones not the little ones. They are great knives. Each company I listed have several knives that I love. You just have to shop around. And as far as the palm of your hand deal. In my state the blade has to be under 4 inches for folders and no more than 8 inches for fixed blades. If you conceal either (with the exception of a pocket knife i.e. no clip/sheath that everyone can see) your gonna get into trouble. check your local laws.

That budget is a little tight, but you might be able to find a good Buck M-110 Folding Hunter in or near that price range. I've carried one for the biggest part of 30 years.
I suggest you check out Smokey Mountain Knifeworks and Atlanta Cutlery's websites. Both have some very good deals on good quality knives.

Smith & Wesson SWAT. very good liner lock blade. I have used for about 4 years and it is still cutting. They are about 40 to 50 and very high quality. I also own Cold steel and they can get pricey. I replaced my Cold steel with my S&W. I got mine from a local army navy surplus store.

get a swiss army knife, or a leatherman multitool both are very reliable and strong, and they come with a variety of other tools, my swiss army knife is about 3 inches and my leatherman is about 4 inches..
but remember the legal size of a knife is the width of your palm, so dont get any longer
