That is not ok. The ground for this problem is that they assume hijab = headscarf, which is not true. Definitely that kind of attire is not hijab and is not Islamic. The point is they are not educated in religion, and I'm afraid Da Man is right, they are kind of hypocritical.
These are the conditions of hijab:
1. Clothing must cover the entire body, only the hands and face may remain visible (According to some Fiqh Schools) .
2. The material must not be so thin that one can see through it.
3. The clothing must hang loose so that the shape / form of the body is not apparent.
4. The female clothing must not resemble the man's clothing.
5. The design of the clothing must not resemble the clothing of the non believing women.
6. The design must not consist of bold designs which attract attention.
7. Clothing should not be worn for the sole purpose of gaining reputation or increasing one's status in society.
if any of these conditions is broken, then the attire cannot be considered hijab and the woman who wears it is sinful.

I m not a muslima, but I have noticed that too. It seems they are following the letter, but not the spirit of the law, so to say.
Am I correct in thinking that the Q'uran calls men and women to dress modestly, without giving special instructions on how to do it?
If so, what you discribe would not fulfill the law.
Another example are muslim men who walk around with the top three buttons of their shirts open...

I see many women and girls (family/friends/strangers) here in Egypt too that wear tight clothes with hijab. It is contradictory, isnt it? I dont think its ok. Im also not going to say anything to them either. If Im not wearing abaya, I like to wear long blouses, long dress shirts, loose baggie women's pants.... with a nice hijab to match - I agree with lavendar too.

I like women in jeans. It creates them look more home town like and it doesn't appear to be they are trying too hard but if you're trying to get this guys attention, this might not exactly be what you want

I really do enjoy putting on long skirts once in a while. They are really actually more comfortable than Denim jeans rather than as hot to wear also.

well.. unfortunately, i see that too.. and A LOT... its not okay.. the hijab's purpose is to make the women look decent.. and not to attract attention... its not right how many women wear it, with reallllly tight jeans.. :s hijab is supposed to cover the figure... not to accent it!!

It's the hair that drives men to act on their sexual desires, I guess it doesn't matter to the tight pant people although I agree.
It's like pentecostal women who wear the long skirt but it's slit up higher than a mini skirt.
that's what happens when 'man' makes rules for people in the name of God that God doesn't think are important enough to put in the book.

This is part or thier doctrine, and is described in a "Little Book" that they follow. This book is bitter when understood (digested) as it makes women third class citizen, and even tries to destroy the earth.
