if i wanted a friend to marry my fiance and i what kind of license would he need to get?

Priests can only marry you on sacred ground, meaning a church. What you need to do is call your local city hall and find out what the requirements are for an officiant. Some places you can apply for a 1 day license. If that is not available get a justice of the peace and have your friend assist the officiant.
