With less than 10 people attending, go someplace really exotic like Bora Bora or Tahiti ... if that isn't within your budget, then a nice European location like Paris or Venice is always nice.

Will you be inviting people? If so, make it affordable to get to. If it is just you two, then go all out....and honeymoon. There's tons of beautiful places. Unless you have an international place you really want to go, you can keep it to a place where you don't need a passport and can get a marriage license fairly easy. Such as Hawaii. And believe me Hawaii is beautiful and serene...we went a year ago. We stayed at Grand Wailea. http://www.grandwailea.com/ There was a cute little chapel on the site, near the beach. I got married in Key West. It's a bit of a wild town, not so quiet---but very carribean. St Thomas, St Martin, St Lucia...all probably have a ton of places. There's all sorts of sites out there. I just googled "hawaii weddings" and "destination weddings" and there were just too many to list. Also, if you are set on international...I think Italy, Spain, Greece....all beautiful! Again, google and you will find TONS of stuff. Also, join those wedding sites...like theknot.com and such. Good luck and HAVE FUN!!

Here are some sites that may give you some ideas. Friends of ours were married in Disney World in Florida and had a blast. (I know it's not international, but you could go to Epcott and see the whole world lol.)
Italy is very popular as well as the Virgin Islands and Jamaica.

You have to meet each other half way definitely. If people want to be there they will either show up or apologize a lot and give you a great wedding gift. I think you should stick with Italy. Sounds very romantic and you sound like you love it there too.

First figure out the legal complications if you're going international. Marriages overseas sometimes have major legal hurdles to be overcome and may not be recognised in the US.

You can get married on a cruise. If I was getting married all over again, I would consider it. We went on a cruise for our honeymoon, and loved it. You can get married in one of the European cities (London, Paris, Prague).
