In the building adjacent to the booths... there is one there, right? On the bridges around here, toll booth workers take breaks and go into the building. I assume that's when they go...

I suspect they have some part of building nearby that is not obvious to the traveling public.

in the main office. they have somebody come relieve them for a break.
