Contact the California Division of Labor Standards Enforcement. Find the phone number of the closest one here: http://www.dir.ca.gov/dlse/DistrictOffices.htm
Penalties against your former employer are stiff. Good luck!

Yes, but it is called a "wage claim", not a complaint, and you file it with the "Division of Labor Standards Enforcement". The instructions and forms are at http://www.dir.ca.gov/dlse/HowToFileWageClaim.htm
(Also remember to file for unemployment with EDD, https://eapply4ui.edd.ca.gov/)

Why don't you drive up to your old work and tell him girl!
Just tell him you need your last check for bills etc.
Take care and i hope you find a new job.
