I will like to no way the hispan poeple buy use car that are 8,9 or 10 yeras old. and that cost them $10,000 or less. and they sent them to there contry.

They do it because the market value in their country is high enough for them to sell the car there and make a profit!

Hello! I’m gonna tell you, why Mexican people can’t buy every car in the market. That’s because our government sets a few rules to bring a car to Mexico.

The first rule is that the cars must be 15 to 10 years old only. That’s because they don’t want to affect the used cars industries, on the other hand, cars with more than 15 years old are considered junk

The second rule is that the cars must be made in Canada, USA, or Mexico; this is for the NAFTA (North American Free Trade Agreement). This rule limits all the cars that we can bring to Mexico. Because we can’t bring a car unless that car have a VIN with a number in the beginning. For example: all the Lincoln's has a number like this: 1LNLM83W2VY749998. Instead all the cars made in other countries like the Swedish Volvo’s has a number like this: YV1LS5725V1400806 with a “Y” at the beginning or the Japanese cars with a number: JN1CA21D6VM523565 with a “J”.

These rules cause that the purchase options are reduced. For example: I can’t bring a '03 Cadillac, although the VIN is with a number at the beginning, because it’s a 03 model. On the other hand I can’t bring a ’97 Volvo 960 because the VIN has a Letter at the beginning. In that case, the thing that I can do, is bring a 97 Cadillac because accomplish all the government rules.

This helps me to explain your question about the prices. How many cars in the market will cost above 10k usd between models 92 to 97, if you can’t bring a Ferrari, Porsche, Land rover, Audi, Bmw, Lexus…?.
I think there are only a few models that you can find above that price.

I can tell you also; in Mexico most of the used cars are more expensive than the same car in USA. For example: In Mexico a 97 Ford Explorer it cost about 6500 usd, and in USA you can get one, for about 3500 usd, plus importation $ 650 usd, plus $350 usd for the travel expenses and $100 usd for plates. You can have the same car for only $4600 usd. You can save $1900 usd.
But almost all the people bring to Mexico cars only to sell. Imagine a $1900 usd earnings for every car you bring and sell. Now if you bring 5 or 6 per month you can have a $ 7200 usd earnings. Nothing despicable. Regards.

Most of the "newbies" that come from another country are not able to bag high paying jobs right away, so they are only able to buy the cheapest cars available. They always manage to keep them running long after many people would have sent them to the "recycler".

Who cares if they are able to pass smog regulations and are safe to put on the road?

I have no idea how you could do that without paying dearly for ad valorem and export tax. Why can't you find a used car in your own country?
