It's possible for people to lose rank due to disciplinary action. I suppose that's one reason. But, by 10 years, a guy should be at least E-7. He would have had to do something pretty bad to get busted down to E-1. If it were that bad, it would seem reasonable that he get kicked out of the service.
Another reason is that one may have have broken service. That is, they get out for some reason or other, then reenter the service. And, due to the length of the break, may have to start over... though starting at E-1 seems a little harsh.
I can't imagine anybody having such little interest, or motivation, or self-esteem that he or she wouldn't strike for a rate sometime.
Officers are expected to advance periodically, if they miss a couple of advancements, they're looked as of questionable value to the service. However, one can be an O-1 with 20 years of experience if one works oneself up through the enlisted ranks.
But from what does one spend 10 years working their way up to E-1?
Could be that the computer that generated the numbers just generated them for 20 years, and nobody thought to edit it.

Not 4 years from NOW, but the financial happened 4 years ago come October and many people had their saving cut in half so you should ask us again next month. There is no better reason not to vote for a Republican than what happened in the fall/winter of 2008 when the house of cards that was the Bush economy came crashing down. The RNC did not even mention Bush at their convention because the did not want to remind people of what happened then.

Due to people in the military screwing up and getting demoted. A person could have 20 years of service, and screw up and be demoted to an E-1. Same with officers. Although it rarely happens, usually an offense that major they usually get a court martial for, but it does occasionally happen.

Yes there is something wrong and a reason for you not to advance. A E-1 with 8 years time in service will be removed from service if they do not advance. Most of the time you are either flagged (reason for not advancing) or reduced in rank. Numberous reason like Drugs, alcohol abuse (DUI), theft, fighting...you name it.

Yup - it is just to let you know how little you will be paid when you screw up and get busted rank. They have control points in place where normal (not busted down) rank has limitations: If you do not get promoted by so and so time, you hit your "retention control point" and get separated from service.

Yes there is a reason they do it. It is so you can see what you would make if you get busted. in the army you can not reenlist unless you are an E-4 and some times E-3. so it is strictly so if you get busted down.

Yes something is wrong, if you haven't advanced in 6 months, providing you have kept your nose clean, there is something seriously wrong. However, when it comes to pay the Military is the worst.....E-5 11 years family of three $21,000 a year? that's Natinal poverty level...why is our military budgtet 370 Billion a year but we spend 480 Billioin a year in foreighn aide??? I don't get it!

There can be O1s with 8yrs service. I have a buddy who is a 2LT right now. He has almost 10yrs in and is getting O1 pay. Yes, he should be getting O1E pay, but finance has been screwing up. So, I guess it has to do with demotions, paperwork errors, but I think it just has to do with laziness.

yes, i have see it happened, i knew a guy who got busted down twice and then got a courts marshal, bust down to private and then a couple months later got booted out of the marine core and the core still had to pay him while he was awaiting his discharge.
And this was an individual who had approximately 12 years service.
