16 is not "too late"
kung fu doesn't usually use belts, but the meaning and timing of belts varies from system to system and school to school. Some places, they are basically indicators of time in the system. In some systems, like judo or brazilian jiujitsu, competition and sparring play into your rank - great natural athletes and masters of other styles have been awarded black belts in judo after a single tourney! (although this happens only in very rare cases, when someone comes out of no where and beats many many masters - usually a black belt in judo takes many years to earn).
If what you mean is "is it possible to learn everything I need to know in 3 years" then the answer may be yes, if you're already in good shape and you have some instinct. But if you mean "Is it possible to learn everything there is to learn in three years" The answer is always no - even if you are great after three years, you could be better after five.
If, on the other hand, all you want is a black belt to show your friends, there are supply catalogs that sell them.

4 is the earliest to start, after 80 you might want to consider a rocking chair. So no, 16 is not to late to begin. Nor is 79. Kung Fu, while considered more of an art form is the basis for Ninjitsu. Karate is an unarmed form of combat originally designed by peasants to fend off Samurai. To master Kung Fu requires learning a minimum of 7 forms and 7 weapons. There are variants in Karate but do include several weapons common to farming adapted to combat. Kung Fu would be the more graceful of the two but both will provide the exercise you are looking for and are good for the cardiovascular and lymphatic systems. Learning to breath and meditate is good for focusing the mind. Although not as common among modern martial arts styles today. It can be still studied and should be incorporated in any martial arts form.

If you want to try and be a black belt in 3 years, don't take martial arts. You won't learn the actual martial art, you'll be learning from a "mcdojo" that is only in it for the money and will give you a blackbelt whenever you threaten to take your precious money away. 16 is not too late, just stick with it and do what your sifu tells you to do (even if it seems boring) and MAYBE you'll be a good martial artist. But when you rush it... that can't end well.

no your never too late to start a martial art ^^ just practice practice practice and no i doubt yuo will get your black belt in 3 years lol that would be an exxessivly short time to get your black belt in any martial art

never too late, I don't know kung fu but it might take a little longer then 3 years but worth it.

you attain a black sash in gung fu-not black belt. how long it takes is largely up to you. and no 16 is not too late to take any form of fighting art up.
