i dont think god would create a car because thats a human invention. but he could and then make an even faster car to beat it

Yes, but then he has to relinquish his powers to do anything, which would logically be within his power. Also, do you mean temporarily or permanently? If temporary, he can set it so that he can lose his omnipotent powers for a short while, then gain it back. If temporary, then he has to lose omnipotent powers so that he can't move fast, so he would lose the ability to do anything. He would have to confine himself.
