Yes you are, unless you are enrolled in the National Guard SMP program.

The SMP program is designed to provide the Guard and reserves with Officers,

So you are paid as an E-5 in the Guard and Reserves and are non deployable while enrolled in ROTC.

But you must apply for the SMP program.

As a member of the National Guard, you are deployable. Being in the ROTC Program does not protect you from deployments.

If you are in the National Guard then yes, you are deployable. If you are simply in the ROTC you are not. Cadets at the Virginia Military Institute who are in the National Guard have been deployed to Iraq with their guard units through out the Iraqi effort. Cadets not attached to a NG unit but in the various ROTC service areas have not been.
