after what seemed to be a pleasant and positive interview. I was told I was passed over for the job by someone who had "previous meter reading experience". Correct me if I am wrong, but isn't meter reading another form of an over-glorified paper route, with a tad more responsibility?

I believe you are right. Perhaps good eyesight, strong legs, and a nice big musdache were in order, and you only had 2 out of the 3.

Wouldn't you hire someone with experience and a track record for the job with everything else being the same?

I would not assume that the person they hired didn't also have a pleasant and positive interview and maybe even a better attitude toward the job. They are looking for the best qualified candidate.

Keep looking... I'm sure you'll find a good job.

One has nothing to do with the other. Some paper route carriers are better than others. There are skill involved.
do not be discouraged . Apply again when there is another opening and in the meantime look for another job.
