I'm not engaged or anything so it's not about me in any way. Just a question. What happens to the gifts? What if they are already open? If you don't return them who keeps them the former bride or groom?

It looks like everyone else has answered the first part of your question correctly, you offer to return all of the gifts.

If the gift giver says to keep the gift anyway, it is up to both the ex-bride and ex-groom to decide who keeps what. Gifts given by the ex-bride's side of the family should probably have priority with the ex-bride and visa-versa. There is no hard and fast rule for this situation.

Neither one has a right to ALL of the gifts, no matter what the reason for the wedding cancellation.

All unopened or unused gifts should be returned to the giver.

Gifts from showers, engagement and pre-wedding parties that have been opened and used should be equally divided between the woman and man (I am assuming they are going their separate ways).

They should be returned, opened or unopened. They should ask the gift giver what they prefer.

I would definitely send them back and let the people know the wedding is off. keeping them would be rude unless the person who gave it to you insisted you keep it anyways.
