First of, there is no Army Air Force. That ended in 1947 when the Air Force as a seperate entity was created.
Unless you have gotten a green card, you are ineligbile for commissioning. If you apply for naturalization and get accepted, have gone thru ROTC or are a registered nurse, you can be accepted. Without that, you cannot be accepted into the armed forces as an officer.

No. The Army Air Corps was disbanded following WWII. Thusly, the US Air Force was established... But, depending on your nationality, you may or may not be able to get a security clearance for a rank of 2Lt. You may get stuck in logistics or something along those lines. Doesn't hurt to try, go to the University ROTC office and talk to their people.
