Why are you confused. If you are required to have a licenced adult (usually over 21 and licensed) it means just that. Even with permission, you would not have the adult with you.

No, I had a friend that tried to use that logic. Went out by herself, got pulled over, and couldn't get her real license for another year along with a few fines.
