All three of my children; they are 3, 2, and 1; started using utinsels regularly around 10 - 11 months. There are some foods that are too difficult for a toddler to use their utinsels on but that will come as they improve their hand-eye coordination. There really is not set "age", but at 18 months, your child should at least be trying to use them.
Give the child utinsels (children's, so they are more comfortable) and encourage him/her to use them. Praise them for a good job at every bite. Tell them how big they are and how proud you are of their accomplishments! Praise will go a long way for the simplest things. Positive reenforcement and make a big deal out of every milestone. They will start to excel!

As soon as they can reasonably hold the utensil and get the food into the mouth. It will vary with each individual child. If a youngster doesn't do well, don't prevent him from using his fingers. Most little ones want to emulate mom and dad and use a spoon pretty early on. They may not be great at it at first, but practice makes perfect!

My son started with a spoon at 8 months old. Then he started to eat with utensils everyday before he was 1. (around 11 months) Every child is different and learns at their own pace. Hope this helps.

Supposedly, an 18 month old toddler should be able to use a fork and a spoon.
I never pushed it with my daughter. She is 18 months now, and I don't think she is fantastic at it, but I am not worried.

at around 1 they should know how to at least hold a spoon.
At 14 months they should know how to bring it to their mouth.
At 18 months they should be able to use a fork.
At 6 years they should be able to butter bread with a butter knife.
