I do it a little differently.

I sautee some butter and garlic and chili paste and basil (or cilantro or parsley) in a small pan until the mix is smooth and then set aside.

In a medium sized pot I put about an inch of water, salt it very heavily and bring it to a rolling boil. I add my shrimp (frozen or fresh-peeled or not) to the boiling water for about two minutes or until the shrimp just start to turn coral evenly. I then drain them into a colander and run cold water over them until they stop steaming. They will still be warm but won't cook more.

Then I toss them into the garlice butter pan and swish them around for a minute and pour onto a plate. Usually over some pasta or a pile of freshly steamed broccoli or cauliflower.

Or, skip the garlic butter and just eat those babies naked. I have been cooking shrimp for a thousand years and this is the most fool proof method of getting tender tasty shrimp each and every time that I have found.

Heat butter over medium heat until bubbly. Add a spoonful of chopped or minced garlic. Stir fry the shrimp until the turn red and opaque.
