Well Irfanview is really just a viewer, not really an editor.

The best free Image Editor is GIMP. It's got all the features in the world but it's pretty complicated, kinda steep learning curve.

Easy to use affordable options (not free but under $100) are Photoshop Elements and Paint Shop Pro. Both of them have 90% of the features found in full-blown Photoshop. You can probably get an older version of Paint Shop (like 8 or 9) on Ebay for around $20.

If you're planning on photography as a hobby or side job, any of those programs are fine.

But if you plan on making it a profession or career, then you'll have to learn Photoshop eventually. That's because the whole freakin industry uses it- every ad agency, magazine, studio, modeling agency etc. When you're submitting & receiving lots of hi-resolution images and doing editing for people, you've realistically gotta use the sane industry-standard format that everyone else does :( Some people prefer starting with Photoshop Elements, which gets them familiar with the basic look & feel of Photoshop without investing a ton of money.

But if you're just shooting your own stuff and maybe making CDs of .JPG files for other people, anything works.
