you can try gold bond lotion. they are very good and not too expensive. or maybe olay lotion. just make sure that the one you get doesn't have a high alchol content or it will irritate your skin.
you can nair too instead of shaving the area.
also go slow when you shave, don't drag the razor around that area. try little strokes with the blade and try more shaving gel/creme around that area.

Most lotions for that aren't really all that cheap, or at least the ones I have seen... I have a similar problem: As I'm shaving, I either cut my knees or I don't get all the hair because I'm afraid I'll cut my knees.

If you dont want to try other methods of hair removal. You can use a shaving cream that also moisturizes. Also a baby oil gel with lavendar works wonders! But there are many things. Petroleum jelly also works. Either way be sure to put it on right after you finish shaving. Best of luck to be bumb free.

Try getting hair removal cream like Veet or Nair for those hard spots.

I have always found that exfoliating a hard skin area before shaving helps, you don't have to buy expensive products salt or sugar does a really good job x

Moisturization is key when it comes to shaving. Just make sure you get a good quality moisturizer, like Aveeno, to put on post shaving.
