It's like if you see a tiny baby in a garbage dumpster, you are morally obligated to pull it out and save it, it would be immoral and a crime not to do so.

It means that any moral person would feel obliged to act.
It would be applicable to cases where the path of inaction does as much harm as the harmful act being perpetrated. For example, if you knew someone was going to be murdered, any moral person would feel obliged to try and stop the murder.

Power = Responsibility. You have power over that for which you are responsible, and you are responsible for that over which you have power.

If something is amiss and you have the power to do something, you also have the responsibility.

Of course not all things are this simple, because there may be interfering factors (such as 'shoulds' or other responsibilities)... but sometimes it's clear.

It just means that you feel that you have to do something due to your conscience, morals, or simply because not doing it feels wrong and would result in problems that could hurt others.

It's the right thing to do. Such as, you see a person breaking in on your neighbor, (whether you know the neighbor or not) you know they are going to lose some possessions, you call the police on the robber.
