Even if a woman is dressed provacatively(let's say in a gym setting)he still comes across respectfully,doesn't look at her in a certain way or make lewd mannerisms towards her.Would this be considered weak?

I would say not weak at all - but shows he can be a gentleman. Some girls may like being leered at, but the most of us don't!! Treat them like a gent and it shows you have respect for them.
