Since he was stopped in Germany he should be covered by the Status of Forces Agreement, which will allow him to be turned over to U.S. Military authorities and prosecuted. The likely outcome for smuggling drugs will be a bad conduct discharge and shipped out of Germany very quickly, however it is possible with the recruiting issues the Army is having for him to get court martialled and remain in the military after serving some jail time and losing all of his rank. It's hard to say with any definitive answer because there is always the possibility the military won't ask to have him back for prosecution and the German Authorities will get to prosecute.

He will be discharged, probably under other than honorable conditions, maybe even a BCD (Bad Conduct Discharge), if they think he was planning on SELLING the drugs, he could be looking at time in Fort Levenworth, and a Dishonorable Discharge. For drugs, they WILL kick you out. You're buddy should have either not done drugs, or at least, not been STUPID enough to try to bring some back with him. And, since he got busted by the Germans, according to our Status of Forces Agreement (SOFA) with the German government, he could be prosecuted by GERMAN courts, and probably do time in a GERMAN prison, BEFORE Uncle Sam gets to try him. Most likely, the Germans will just turn him over to the US military and let them deal with him, but not always. I hope he has fun in prison, and looking for work with the BCD or DD.
Remember, this isn't just a possession charge, he is being charged with SMUGGLING. That is a whole different thing, with much harsher penalties. I hope whoever it was didn't have a whole lot of time invested in the Army, or a lot of rank, because when he gets out of prison, he'll be a Dishonorably Discharged Private

Not sure that the Germans will just turn him over to the Army. If they do he will get a Bad Conduct Discharge and a year or 2 in the "don't drop the soap zone". Not sure what German law might do to him.

The Germans will not claim jurisdication. They reserve that for individuals who face the death penalty, which is still alive and well in the US Army.
He will be courts martialed, and if found guilty, will be given a Dishonorable Discharge, forfeiture of all rank and pay, and spend time in prison.
I doubt that you will find out what happens to him unless you get the Stars and Stripes newspaper, the Army Times, or have access to someone inside.

One of two things will happen:
If the Germans claim jurisdiction the Army will wait until he is convicted in a German court - then dishonorably discharge him.
If the Germans waive jurisdiction he will be court-martialled, sentenced to a _long_ prison sentence - then dishonorably discharged.

If it is illegal there he will be in some deep trouble. There are probably some different exceptions in the UCMJ, but I would look it up. UCMJ=Uniform Code of Military Justice
