Handcreams work well but if you want to do it fast start with baby oil and massage alittle of that into them for a few days. Then switch to a good hand cream and they will be very soft and smooth. Make you as they soften you clip off the dead skin around them so new skin can grow in.

This works like a treat for dry\cracked cuticles...

Mix mayonnaise with a teaspoon of honey and ½ teaspoon of lemon juice. Use your fingers to blend the mixture, then let them soak in it for 5 minutes. Your can also rub this stuff all over your hands and put on cotton gloves for an overnight treatment.

Good luck :)

Find a hand cream you like, vaseline hand care is good, but you have to like it to keep using it ... rub some into your cuticles after a shower and reapply throughout the day or whenever you wash your hands ... this will probably be a maintenance procedure as well once they get better, it will take a week or so for you to see healing ...

There is cuticle cream for it. It helps to soften them. When I get a manicure, they actually trim it.
