Yes, it's a myth / wife's tale. But it's based on true facts. Carrots contain a lot of vitamins, one of which (E i think) is attributed to helping eye sight, so while carrots don't let you 'see in the dark' per se, they do help your overall eyesight, including how well your eyes operate at night. (We all have a degree of 'night vision', it's about how sensitive your eyes are to the low light levels.)

unfortunately not beta carotene is high in carrots and is needed by the eye but it won't make you able to see in the dark. Too much will turn you orange though which could be good for a laugh oh and don't eat too much if you smoke as beta carotene seems to be a co-factor for lung cancer (not in non smokers)

Carotene is often label ed as good for you. However, your body converts this yellow pigment to Vitamin A, and too much Vitamin A can be harmful to your body.

http://en.wikipedia.org/wiki/Beta_carotene
Carotenemia or hypercarotenemia is excess carotene, but unlike excess vitamin A, carotene is non-toxic. Although hypercarotenemia is not particularly dangerous, it can lead to a yellowing of the skin (carotenodermia). It is most commonly associated with consumption of an abundance of carrots, but it also can be a medical sign of more dangerous conditions. A randomised trial into the use of β-carotene and vitamin A for prevention of lung cancer had to be stopped early due to the apparent increase in the incidence of lung cancer in those with lung irritation from smoking or asbestos exposure.[

A deficiency of Vitamin A (which is found in carrots) can cause you to have problems seeing in dim light. But I don't thnk if you overload that it will give you super-human vision!

No but your skin will turn orange, especially if you wash it down with carrot juice. This happened to one of my professors in college.
