They measure their degrees in negative numbers. So the -5 is the highest Ninja belt.

The ranking system depends upon the organisation. In the Bujinkan run by the current grandmaster there are 15 Dan Grades. But other organsiations such as the Jinenkan only go up to 4th Dan. I cant speak for any of the others such as the Genbukan or Toshindo as to what their grading system is.
The kyu grading system also various between the organisations but the western view is that you start at white, then green, then black.
So there you have it.
There are a lot of poor black belts around in the Bujinkan just as there are in many other arts. But the two 12th Dans i have had the pleasure of training with were very special indeed.

The Bujinkan has 15th dan, which there are only a handful of Shihan who've attained that ranking.
The idea from what I understand is thus : a Judan (10th dan) is considered to be a mark of mastership in Japanese martial arts. Hatsumi Soke created the other 5 dan grades as means to further development beyond simple physical technique. Exactly what that means...you got me, I'm not there yet....it's just the vague answer I recieved from my Shihan when he was graded as a Junidan (12th dan).

It depends on the organization, and sometimes on the individual club.
Our association recognizes 9 degrees of black belt formally and a 10th Dan as an honorary title provided to only Executive Grand Masters who have provided exceptinal service to the art or the association.

Currently the highest rank is a 15th dan. Look up L. Dale Lewis in San Francisco, CA. He has a sanctioned dojo there. Hatsumi has no rank as "he is the source of all rank" according to Dale.

I believe Dr. Hatsumi is a 10th degree black belt? And I know for a fact that his organization is one of the best for Bujinkan/budo taijitsu/To Shin Do/Ninpo.
