You must first pass the FMSE (Foreign Medical School Exams) and be licensed to practice in a State or Territory of the Unted States.

You had better score 90 on Step 1 if you want to have any chance at all of getting a residency. President Bush is allowing countless Indian Students to flood into the U.S. Many of them get near perfect scores. Also the system is rigged by the Indian Doctors who can pick their Indian friends first. Another problem is there are way more doctors trying for residency spots than there are spots. I know many foreign medical grads with their USMLE certificates and they can't even get one residency interview.
