i dont have a dvd writer can i still make dvd or vcd with nero or some other program

Without a DVD Writer, you can not burn a DVD...but you can make a VCD which will play in most DVD players.
NERO comes in a bunch of flavors.
There's the Nero 5 & 6 OEM bundles, then there's the Nero 7 Platinum currently sold online & through various outlets.
The OEM bundles usually have a product called "Nero Vision Express" bundled with them. The full retail version has a more full featured "Nero Vision" product bundeld with it.
If you have the "full" product (instead of the OEM bundle) then you most likely have a way to create a VCD. I'm not sure if the OEM bundle can create a VCD.
Someone else has pointed out that you can buy a DVD writer for under $30 and it will normally come bundled with software for burning a DVD. Keep in mind that "authoring a DVD" and "burning a DVD" are 2 distinct processes.
A DVD that is playble in a set-top DVD player has 2 folders named AUDIO_TS and VIDEO_TS. In these folders are a bunch of .IFO, .BUP, and .VOB files.
The process of creating the VOB / IFO / BUP files (and placing them into AUDIO_TS and VIDEO_TS folders) from the AVI or MOV or WMV or MPEG file is called "authoring"....
Once the content is "authored", you burn these 2 folders to the DVD.

If you want to burn DVDs, you have to have a DVD burner. No exceptions.
If you want to make a VCD, however, that's another story. You can compress any DVD to a small enough size to fit onto a standard CD, and encode it as a VCD. A lot of modern DVD players will play your VCDs too. I know mine does.
So what you have to do is find a way to compress your DVDs, then burn them. Nero will make you a VCD, but I'm not sure if it will compress it.
I recommend a program called "DVD Shrink" for compressing the files . . .

You need a DVD writer and DVD burner. You can purchase DVD writer from real store or online store.
For burning DVD, you can try BlazeVideo DVD Creator.

i use DVD shrink and Nero together, Nero automatically uses nero but you need it to be instaled on your computter. But to actually burn the DVD's you need a DVD burner for that, i think the cheapes one i found at Best Buy is like 60.00 dollars

You have to have a DVD writter and a Dvd burner program. You have the software now go get the hardware. They go for $27 in my area.

no ok u want to burn dvd eh ok download u torrent the go to like ilovetorrents ect the download them to a cd on nero

it wont let you make copies of dvds... if thats what you mean... dvd shrink would be what your looking for... now to actually burn your own videos or anything of that sort yes it lets you do so

You can burn videos and what not...But not dvds that you can play on your dvd player.
