Since we can only know how many have been caught at one time or another, there is no way to know how many never get caught. Maybe 90% have a criminal record by the time they're 40; maybe only 10% have a criminal record by the tie they're 40.

First of all sexual predators are different then people on the sex offenders act just to let you know. In some places pubic urination or skinny dipping can get you put on the sex's offenders list right next to paedophiles.
I really do not know what you mean by not punishing them enough. Sexual offensives is tagged very hard and can even hand out death sentences in some places depending on the sexual offense. Many paedophiles and sexual offenders do not have other criminal records and are usually cleaver sometimes extremely cleaver.
But I think honestly that paedophiles and sexual offenders should be punished worse but I wish they would change the sexual offenders register. Put yourself in someones shoes you need to go pee very bad so at night you go behind a building and take a whizz. Then you notice the police have found you and then your charged and now you appear on the same list as someone else that raped 6 children. And there is no way the public can tell the two of you apart. Think that's fair? Yes that makes me very mad and I wonder if girls too can wind up on the list for public urination or skinny dipping? Or is it just the guys.

I think the most dangerous of sexual predators may be the one we least expect and don't have a criminal record. Anyone in your area could be one, even that nice old man that lives down the road from you with the nice fence. Just try to keep an eye out for them and if justice cannot be served then the people will take the law into there own hands.

Most likely they may have some small stuff on their record but eventually they get caught at the big stuff. If they have been arrested for a sex crime, chances are they are on probation for a long time, registered as a sex offender (mandatory in our country) and hopefully monitored closely wherever they live. If you have some credible evidence that this person is a pervert you should report it to the police before they do something that will hurt someone, for example if you know they have done something bad against someone or if they have kiddie porn on their computer. Prevention is the best medicine and most courts and society do not take perverts lightly.

My experience in fifteen years in the criminal justice system is that the age when first caught is rather random, but most are over thirty.
Unfortunately, most child victims are too embarrassed to come forward so predators tend to have multiple victims before they are charged.
One reason that more is not done is that these are rather difficult cases to prove. Child victims are not the best witnesses. Attempts to make it easier for child victims to testify are running into a very literal interpretation of the Confrontation Clause from some of our "non-activist" conservative judges who do not like the state laws designed to ease the burden on these victims. As such, prosecutors are normally willing to settle for short prison terms to guarantee a conviction and hope that the defendants are determined to be sexually violent predators based on that plea (with indeterminate civil commitment).

I'd have to say they have a criminal record. It's a felony so it would be on your perm. record. Unfortunately there is not a sex predator task force that I'm aware of. The predators have fairly strict guidelines on where they can leave (ex. not near schools, playgrounds etc...), but there isn't anyone to monitor where they actually stay. They could use a different address and be staying across the street of a middle school. Sick I know.... violate those sick bastards as they do to little children.

I think it's pretty common for sexual predators to NOT have criminal records before they are finally caught for a sex crime the first time. I'm not sure why I think that.... but it seems like most of them appear to be perfectly normal law abiding citizens until it comes out that they've been hiding this horrible secret lifestyle.

If they are sex predators then they would have had to have been convicted of a sex crime. But I understand the question. Some are very good at blending in as John Q. American, and some are your garden variety criminal.
