Metal swords are governed by your state's knife laws, and it's illegal to carry one in public because the blade length is far too long (and whether it's sharp or not doesn't make any legal difference). I can't think of any laws governing wooden swords, but I think that they're the legal equivalent of a baseball bat or a hockey stick - if you're carrying or using it for a peaceful purpose (i.e. using it in some kind of sport) and you're not threatening anybody with it, I see no reason why you should get in trouble for it. I've known people in my old Goju karate class who practiced with similar martial arts weapons such as "kubotans" and "sai" (blunt-tipped, of course) in public parks without getting stopped.

If your in a public park, you will probably be asked to move it somewhere else, unless you look like your posing a threat to people, then you may get arrested. If you go outside your house, in your yard, there will be no problem. If you live in an apartment, try to look for a fencing or martial arts club.

Join a bokken group [ tai chi or kendo] ...get trained and
practice as much as you want.

With a wooden sword, I would think that the cops would
leave you alone- what law are you breaking?

Join your local fencing club or society for creative anacronism. You'll meet some people who are actually skilled at it. Always go to the best available in learning any new skill.
