Man, it seems that phrase has been seriously misunderstood from the answers so far. Basically, it means that the person likes or claims they must have all the things money can buy to make him/her feel well-kept and pampered--like manicures, pedicures, hair styling, new clothes, matching accessories for every outfit, spas, facials, etc. It applies to females and males. The best cars, trips to the hot vacation spots, etc. The person him/herself might be real nice but he/she likes all those things just to feel good (although I don't think they'd put it that way). It'd affect someone involved with him/her because all these things cost quite a lot in money and time.

Well just like every car needs some sort of maintenance, you can think of a girl thats high maintenance as a guy who is obsessed with his car. Girls that are high maintenance are really tuned into themselves in one way or another. So they like to keep up with appearances, and emotionally they require a lot. =/
