Hope, the simple answer to your question is, no. You can only dial 911 from a landline phone, cell phone or through VOIP phone servic like Vonage, but i don't think Vonage is what you were asking about. Phones are currently the only way to request emergency services directly.

Lifeline buttons and alarm companies are all 3rd party companies that will have to call emergency services for you, and that adds time to a reponse.

There's an article that mentions a 911 online system is being recommended.

Found a link for one county that set up an online 911 system to notify people of potential emergencies, which seems to correlate the federal recommendation in the other link.

Not sure, but i think it is an awesome question. Some people have computers and no phone service. (silly) i know but true.
