If you want a non barking dog then stay away from Terriers as they bark alot.
Cavalier King Charles Spaniels don't shed alot and don't bark much either

Perhaps a Maltese? This breed is expensive though. Please look for a reputable breeder. Not the newspaper, not the pet store. Don't look for the cheapest price. That will usually result in a dog that is not up to AKC standards, (don't buy UKC/CKC registered dogs, those organizations basically register anything with 4 legs, while AKC has regulations). They might have temperament problems, and health problems because the breeder has not taken the time to properly breed those negatives out, and is only in it for the money. A good dog will be $1000+. Don't be fooled into buying a "teacup" or "tiny" Maltese, those are usually runts of the litter. Responsible breeders will not purposely breed for that trait, but occasionally they do get some in a litter.

I agree with the other posters a dog that doesn't bark or shed would be a stuffed animal.
A dog barks because that is one of their many ways to communicate and the only way to make sure a dog doesn't bark is to have their vocal cords cut which is a very cruel thing to do.
As far as breeds that don't shed: Chinese Crested *naked or with hair* Poodles, Maltese, Miniature Schnauzer don't shed a lot but I dare to make a statement that most of the small dogs are barker.
It seems to me like your mom is putting out a lot of demands if I was you wait until you live in your own place and then you can get the dog you truly want

Well I heave heard that Labardoodle doesn't shed and I'm not sure about barking , but at one point all dogs barks and shed it's just hard because they need to shed for the winter coat and the summer coat . And your mom is not all to eager to get a dog maybe you should just wait a little bit before getting one .

Well don't get an american eskimo. They bark! So do terriers. If you don't want a dog that barks try a Lab or Golden Retriever. All dogs will bark some, you can't get a dog that never barks, but those two breeds are very social and very nice and hardly bark. I'm not sure about the shedding though. Just try to do more research to show her and if she DOES let you get one, be sure to take your time and not rush into it. Good luck! :)

Don't even bother getting one until you can move out in your own house. Every dog I know barks. That's their natural way to talk/express themselves. Almost every dog out there sheds to some extent. Sounds like your mom doesn't really want a dog.

I dont think you should get a dog right now. Wait until you are on your own and can afford to take care of it. They all bark, they all shed and if not trained correctly- can get aggressive. If you are dead set on getting a dog- try and American Hairless Terrrier or a Chinese Crested.
There is no such thing as a dog with hair that does not shed.

all dogs shed and all dogs bark. Some breeds are more quiet and some shed very little but they still do it. Greyhounds and similar breeds tend to be more quiet but if you aren't an active person then they aren't the breed for you. Some small breeds have single coats (shed not as much) but will yap yap yap but don't require that much exercise. On the other hand, the perfect house dog would be a stuffed one or electronic. They don't shed or bark.
Go to dogbreedinfo.com and check out their breed selector. It includes hybrids and purebreds.
EDIT.
I saw someone going on about basenjis. Well yes its true they don't bark and they shed very little BUT they are sighthounds and require some exercize and instead of barking they yodel.....very loud

The only dog that does not bark is the Basenji from Africa. I am not sure if the dog does not shed,they are not vicious,and are known to be very smart, they have a very thin coat of short hair, go to: puppydogweb.com type in Basenji's they will tell you where they are for sale.
If you can't find the web page go to google type in Basenji dogs for sale and sites will come up.
