I sent in for a credit card offer I got in the mail and then changed my mind. The card came in the mail. If I cut it up and don't activate it, will the account still exist? Do I have to call and cancel it even though I haven't activated it?

you need to call and cancel the account. the card is just a convenient method of using the line of credit you established. whether you activate the card or not you still have that account.

Yes,once credit has been approved the account is active until canceled.
Send it back and tell them you are longer interested. If the issuing bank or financial institution is close by, take it in, to ensure that it has been cancelled.

I believe so because the credit has already been extended to you, I believe activation is a protection measure against mail theft.
