You are supposed to leave a dry food out at all times, with fresh water, and you can give cat a little canned food once in the morning and once in the evening.

Well, this depends on the physical condition of the cats.
For obese cats, 2 meals a day will work...but, it all depends of what type of food you are giving.
For active, adult (up to 5 years) leave the food and replenish one daily
Cats arent like dogs (or us) in a way they "sat" to eat at certain times. They prefer small meals thru the day.
Now, for fat cats, a 2 meals per day can hurt even more that help, why, they will eat 2 big meals instead of smaller and easier to digest ones.
So check your cat weight and try to adjust their eating habits.
Clean, fresh water is needed 24/7
Provide water that you will drink, put yourself on cat's situation or be prepared to have a toilet drinking cat.

Well,it will say on the bag or can,but I leave dry food out at all times and feed canned twice a day. I have multiple cats, though ,so it's easier this way.If your cat is very overweight,it might be best to divide the daily recommended amount into three or four small portions,so the cat doesn't feel like it's being deprived.

I do the same as Embee. Dry food and water out all the time and 2 times a day for wet food. Breakfast and then dinner. My cat is on a tight schedule and never lets me forget it's time to eat. LOL

Twice a day and do not leave it out all the time. And feed little to no dry food - it's loaded with carbos and lacks moisture which is vital for proper kidney function.
Here's a good site with lots of info about the right things to feed your cat: http://www.littlebigcat.com/index.php?action=library

Mine gets a 1/2 can of her favorite in the morning. She has a bowl of dry that is available 24/7. Provide plenty of fresh water.

Twice a day works for my cats. Of course a kitten may need four to five small meals a day depending on its age.

An adult cat usually twice a day, or breakfast, lunch and tea if he/she needs it.
Kittens need little amounts and often.
