Assuming the tank is large enough that shouldn't be a problem at all. Eventually a large red tail shark might go after the neons if it gets hungry enough, but as long as it's well fed that won't be a problem.

yes they can live with neon tetras, I know because I have a red tailed shark and neon tetras, but i'm not sure about kuhli loaches.

it could for now but the red tailed shark might eat the tetras once the sharks grown up.

certainly, red tailed sharks love loaches, (because they are both from asia) and they are community fish so (normaly) they dont even bother other community fish
