Funny. If you had the means to start a foundation, you wouldn't be asking the question on a Yahoo forum.
Best to donate to an existing foundation.

Making foundations costs a lot of money, but don't let anyone ever tell you that you can't do it. It may be wise to start a club or organization first. You can apply for grants (especially from Environmental organizations) and get members. You have to start out my making a strong impact in your community. Once you get your club well settled and have helped the environment in your town a lot (if you are really into Global Warming maybe teach people in your area about it and do your research). Then you can maybe find a Global Warming cause and start raising money for it, and slowly grow!
