We're received a ticket for drawing with sidewalk chalk on a freeway underpass wall. Nothing rude, quotes from Ralph Waldo Emerson in fact. Does a city own that property or is it part of the Federal land holdings?

However, all unsolicited 'art' is considered graffitti' and will be cited by the 'powers that be' and you may have to pay a fine and remove said stuff. Sorry. Mark up your own fence in future, or paint your car with words. . .there are ways to make a statement without violating private or public property.
