I am selling a car for cheap and a county commissioner wants to buy it. what do you think this means? would you agree to a sale for it to him?

its a 88 ford taurus wagon with 146k miles for will for 800 or best offer and he offer 625 for it. but i just dont why he want such a cheap used car. if he is the commissioner.
